Abdul Halim Saad
Mr. Abdul Halim bin Saad, born on June 21, 1972, in Ipoh City, Perak State, Malaysia, has built a distinguished career in municipal administration and urban management. His journey began with his early education at Manjoi Primary School in Ipoh, followed by Sekolah Menengah Kebangsaan Agama Sultan Azlan Shah in Sri Iskandar, Perak, where he completed his secondary education.
Driven by a passion for political science, Mr. Abdul Halim bin Saad enrolled at the International Islamic University Malaysia in 1990 to further his academic pursuits. He graduated with a Bachelor of Arts in Political Science degree with distinction in 1996. This academic foundation would later complement his practical experience in public administration.
In 2001, Mr. Abdul Halim bin Saad commenced his tenure with the Ipoh City Council as an Administration Officer, marking the beginning of his dedicated service to municipal governance. Over the course of 19 years, his commitment and expertise earned him various roles and responsibilities within Ipoh City Council. Notably, from 2010 to 2012, he served as the Director of the Licensing and Enforcement Department, where he played a crucial role in regulatory practices and compliance within Ipoh.
Throughout his career, Mr. Abdul Halim bin Saad was known for his willingness to share knowledge and expertise across different departments, contributing significantly to the council's operational strength and efficiency. His leadership qualities and strategic acumen were duly recognized when he was appointed as the Mayor of the Kampar District Council from April 2020 to August 2022.
